Panicware has created a great popup blocker called, 'Popup Stopper'. It is quite an effective program and is fairly easy to use. It has many versions, including some that require payment, but it has a free version that you can get that will attach to Internet Explorer or Netscape.

-Contents of popup windows is not downloaded
-Easy to download and install

Cons

-will want you to upgrade to paid version, but don't
-can be over-zealous

Overall

This is a great pop-up blocker and one of the most widely used on the market. It has several different versions including professional, and anti-spyware, but get the free version as an attachment to your browser and it will block most any popup that you will run across.
